CLOCK_* constants for use with clock_gettime.

These constants are always supported at runtime, so clock_gettime never has to fail with INVAL due to an unsupported clock. See DynamicClockId for a greater set of clocks, with the caveat that not all of them are always supported.

This enum is marked as non-exhaustive
Non-exhaustive enums could have additional variants added in future. Therefore, when matching against variants of non-exhaustive enums, an extra wildcard arm must be added to account for any future variants.
